Sr. Commissioning Engineer

JOB DESCRIPTION:
To support our growth strategy, we are currently seeking a results oriented candidate that can fill the role of Substation Commissioning Engineer within our organization. The qualified candidate will be versatile and they will be capable of leveraging their experience in several key areas including substation construction, commissioning oversight, customer relationship management, estimating, project management and personnel management. Qualified candidates will be Technical Subject Matter Experts (SME) and they will possess a proven track record of experience as it relates to our specific and highly specialized area of industry concentration. The ideal candidate will be a self- motivated, high character individual that is well organized, detail oriented, driven, and dedicated to customer satisfaction and high level performance. They will be the consummate professional that brings a strong degree of direct industry aptitude and high level of technical proficiency to their position. Strong verbal and written communication skills are also essential qualifications.

ESSENTIAL DUTIES AND RESPONSIBILITES:
Review utility and contractor bid documentation and assemble the testing and commissioning work scope in accordance with the project specifications outlined within.
Prepare estimates and detailed proposals as required satisfying all deadlines and deliverables relative to the quotation submission requirements that are outlined in the bid documents.
Work with the assigned Project Manager (where applicable) to develop the support functions and requirements that will be needed for the project.
Develop comprehensive energization plans (as required) from existing one line diagrams and associated outage requirements taking into account any new equipment that is being installed. The energization plan should include but is not limited to the following:
 a. Overall Commissioning Plan that is aligned with all related project deliverables.
 b. Functional System Checklist.
 c. Energization Sequence Plan.
Develop in-service check sheets for equipment and relays that are being placed in-service.
Prepare secondary blocking or turndowns to isolate existing protection (to prevent inadvertent tripping) while contractor is working in the energized relay panel for existing energized substations. Prepare associated documentation in advance and present to the utility and/or the customer for their review and authorization.
Develop detailed demolition/removal drawings and add/remove lists to provide to wiremen working in existing relay panels. Perform site verification in advance to ensure that removals agree with existing substation conditions.
Collaborate with the contractor to establish construction sequence of new equipment being installed in the existing relay control panel.
Execute secondary blocking and/or turndowns during the initial phase of each outage.
Identify discrepancies or issues found during execution and implementation and coordinate any associated changes as required.
Assist Field Technicians in the development of equipment test plans (e.g. Doble Power Factor, Doble Breaker Timing, EZCT Current Transformer Testing).
Supervise the preparation and submittal of all related project test reports.
Participate in meetings with all project stakeholders as required.
Use technical knowledge and experience to promote the Company’s core competencies and service offerings while simultaneously accentuating the Company’s competitive advantage.
Order equipment/materials and procure/coordinate specialized support to satisfy specific project requirements as needed.
Provide technical information and project management support to Field Technicians as needed.

QUALIFICATIONS:
Prior experience and highly proficient in reading (often older vintage) AC & DC Control Elementary Drawings (e.g. breaker control, breaker failure, line protection and various communication control circuits – POTT, DTT, Pilot).
Strong technical and practical knowledge of utility grade substation or large industrial electrical system design, testing, maintenance, installation, commissioning and repair services is required.
Prior experience developing energization and commissioning plans is strongly preferred.
Direct or closely related experience in utility operations is preferred.
Prior experience assembling detailed add/remove lists is desired.
Must possess comprehensive understanding of protective relaying philosophy as well as strong practical knowledge of Doble Protest Software or RTS.
Must possess strong verbal and written communication skills.
Must be results oriented, self-motivated, organized, and driven to achieve top level performance.
Must be well versed with all Microsoft Office applications.
Must be willing to work flexible (and extended) hours including weekends (as projects demands dictate).
Must be willing to travel to satisfy project requirements.
Strong interpersonal skills with a proven ability to interface professionally and effectively with customers while also possessing the ability to collaborate well with co-workers and be part of a cohesive team environment is essential.
Must possess a valid Driver’s License.

EDUCATION/EXPERIENCE REQUIREMENTS:
Bachelor of Science Degree in Electrical Engineering with a minimum of 5 years of qualified experience is preferred.
Bachelor of Science Degree in an alternative Engineering discipline with 5 years of direct industry experience will be strongly considered.
Candidates (non-degreed or unrelated degree) that possess 3-8 years of direct industry experience will also be considered.
