that the most costly power outage is the one that is unexpected?  Isolation equipment; including large circuit breakers and fused switches require cleaning and lubrication to ensure proper and efficient operation.  Debris, dust and grit can filter into the equipment compartments and cause binding of the operating mechanism.  The same dirt and grit can also settle on the insulation causing tracking, which in turn can result in a failure.  A testing and preventative maintenance program will reveal the overall condition of the device and will identify issues that require attention.  The repairs can then be scheduled during a planned outage versus an unexpected failure that leads to an emergency repair.
